Co-Founders & Executive Leadership

PSE was co-founded in 2019 by educators and institution-builders Rochelle M. Razo and Marita “Yetti” Marcelo. Together, they guide PSE’s strategic development, regional growth, programs, partnerships, and organizational sustainability.

Education, Sustainability Leadership & Regional Partnerships

Rochelle Razo is the Founder and Executive Director of Partnerships for Sustainability Education (PSE) and the Founder and School Principal of John Dewey School for Children. She leads initiatives that integrate sustainability, 21st-century skills, and holistic well-being into education and communities. She is the architect of the 4Cs of Sustainability Leadership: Character, Competence, Creativity, and Care.

Marita “Yetti” Marcelo

Co-Founder & Director of Finance & Operations

Marita Marcelo is Co-Founder of John Dewey School for Children (JDSC) and Partnerships for Sustainability Education (PSE), where she leads finance and administration. A graduate of Community Development from University of the Philippines Diliman with a strong background in education, she brings a strong foundation in community-centered work.

Climate Governance & Sustainability Policy

Atty. Tony La Viña is a globally recognized environmental lawyer, academic, and climate policy expert. He leads the Klima Center at the Manila Observatory and has served as Undersecretary of the Department of Environment and Natural Resources. His expertise strengthens PSE’s work in climate governance.

Climate Policy & Law

Atty. Vicente Paolo Yu III is an international policy and legal expert working with United Nations agencies, global NGOs, and developing country governments on climate change, sustainable development, and global governance. He currently serves as Senior Legal Adviser at the Third World Network.

Dr. Liecel Trinidad-Fulgencio

Mental Health & Well-being

Dr. Liecel Fulgencio is a respected psychiatrist and mental health advocate, currently serving as Section Chief of Psychiatry at Marikina Valley Medical Center. A long-time supporter of JDSC and PSE, she actively shares her expertise through mental health talks for parents, educators, and students.

Melinda Marcelo is a seasoned market research executive and former Vice President for Market Research at Globe Telecom. As Founder of QualiSoul, she leads work in research, insight, and foresight. She brings a strong evidence-based perspective to PSE, ensuring that its programs are impactful and relevant.

Atty. Marisa Mauricio-Pañotes is a legal educator and advocate for mental health, child protection, and safe learning environments. She currently serves as Supervising Lawyer at the UP College of Law – Office of Legal Aid and brings over 20 years of experience in legal education and practice.
